Upward Mobility Program. Each department shall establish and maintain an upward mobility program consistent with SPB Regulations. At the request of the union, the department shall meet to discuss their upward mobility program. Recommendations for adding to or deleting from the upward mobility program shall be considered by the department. Any change shall be consistent with the SPB regulations.
