The Department will bear the risk of increased operating costs with an equivalent impact of $1 million per annum (expressed in 2010 dollars), escalated from 2010 at the CPI assumption contained in the Initial Base Case Financial Model. The Initial Base Case Financial Model will be updated in accordance with the Financial Close Adjustment Protocol set forth in Exhibit BB to account for the revised operating costs and used to calculate the Initial Public Funds Amount such that the Equity IRR is equal to the Initial Equity IRR.
