Common use of Where in the opinion Clause in Contracts

Where in the opinion. of the Local Union a Job ▇▇▇▇▇▇▇ is deemed necessary, the ▇▇▇▇▇▇▇ shall be either a working Helper or Mechanic appointed by the Business Manager of the Union or his representative, who shall in addition to his work as a Helper and/or Mechanic perform during working hours with the permission of his supervisor such of his Union duties as cannot be performed at other times.
