This Memorandum of Understanding (MOU) is made and entered into between the U.S. Department of the Interior (DOI), the National League of Cities Institute (NLCI), and the National Council of Young Men’s Christian Associations of the United States of America (YMCA). The DOI, YMCA, and NLCI are sometimes referred to herein as a “Party” or the “Parties” to this MOU.
