The Consultant shall furnish or provide the services necessary to complete the Project in accordance with these terms and conditions and the Portland Area Comprehensive Transportation System’s (“PACTS”) requirements, as outlined in PACTS’ General Consultant Agreement (GCA) and/or Project Contract.
