WHEREAS, CITY receives funding and equipment from the Orange County Transportation Authority (hereinafter “OCTA”) for the operation of a Senior Mobility Program (“Program”) in the City of Anaheim to provide certain transportation services for seniors aged sixty (60) and older, and individuals with disabilities,; and
