WHEREAS, the Bureau of Ocean Energy Management (BOEM) plans to authorize construction and operation of the Coastal Virginia Offshore Wind Commercial Project (CVOW-C; the Project) pursuant to Section 8(p)(1)(C) of the Outer Continental Shelf (OCS) Lands Act (43 United States Code [USC] 1337(p)(1)(C)), as amended by the Energy Policy Act of 2005 (Public Law No. 109-58) and in accordance with Renewable Energy Regulations at 30 Code of Federal Regulations (CFR) Part 585; and
