The purpose of this Agreement is to set forth and establish the terms and conditions of employment for those employees who come within the scope of this Agreement, so that stable and harmonious relationships may be established and maintained between the Corps, the employees and the Union, to the mutual benefit of the parties to this Agreement. The provisions of this Agreement apply to the Union, employees and the Employer.
