THIS SUPPLEMENTAL AGREEMENT to contract for engineering services is made by and between the State of Texas acting by and through the Texas Department of Transportation, (the State), and Johnson, Mirmiran & Thompson, Inc. and Jacobs Engineering Group, Inc. (the Engineer), and becomes effective when fully executed by both parties.
