THIS AGREEMENT (“Agreement”) is made and entered into by and between Skagit Council of Governments ("SCOG") and Whatcom Council of Governments ("WCOG") pursuant to the authority granted by Chapter 39.34 RCW, INTERLOCAL COOPERATION ACT.
