This grant agreement (“Agreement”), is between the State of Oregon, acting through its Oregon Department of Emergency Management (“OEM”), and City of Tualatin (“Recipient”) and collectively referred to as the “Parties”. This Agreement becomes effective only when fully signed and approved as required by applicable law.
