Jay Hellman, C.E.O. of The Hellman Company, Inc. has developed a concept he calls “Virtual Adjacency®”, the concept of people working together through connectivity; reducing traffic and pollution, while increasing productivity. Contractor will perform research and analysis on the feasibility, and the benefits and disadvantages, of implementing the “Virtual Adjacency®” concept in the Town of La Plata, Charles County, Maryland, and will prepare a written report to DBED of the results of his research and analysis.
