This action arises under the Religious Freedom Restoration Act (“RFRA”), 42 U.S.C. §§ 2000bb et seq. and the Freedom of Information Act (“FOIA”), 5 U.S.C. § 522(a)(4)(B). This Settlement Agreement and Release (“Agreement”), effective as of the last date of execution below (“Effective Date”), is made by and between Plaintiffs—Church of the Eagle and the Condor (“CEC”), Joseph Tafur, Belinda Eriacho, Kewal Wright, Benjaman Sullivan, and Joseph Bellus—and Defendants—Merrick Garland, in his official capacity as Attorney General of the United States, Alejandro Mayorkas, in his official capacity as Secretary of Homeland Security, Anne Milgram, in her official capacity as Administrator of the U.S. Drug Enforcement Administration (“DEA”), and Troy Miller, in his official capacity as Acting Commissioner of U.S. Customs and Border Protection (“CBP”) (together the “Government”)—in Case No. 22-cv-1004-SRB (D.
