Box C, Laramie, Wyoming 82073 (“City”), and JR Real Estate Development, Inc., 234 Palm Springs Avenue, Cheyenne, Wyoming 82009, for itself and its, purchasers, successors, assigns, heir and agents (collectively “Developer”).
