JOSEPH COUNTY ISD, St. Joseph County, Michigan, acting by and through its BOARD of Education (hereinafter called the "BOARD") and the SOUTHWESTERN MICHIGAN EDUCATION ASSOCIATION, (hereinafter called the "SMEA"), representing the bargaining unit called the MICHIGAN EDUCATION ASSISTANTS ASSOCIATION, (hereinafter called the "Association" or "MEAA").
