WHEREAS, COUNTY wishes to obtain specialized services, as authorized by Government Code section 31000, in order to support the Napa County Groundwater Sustainability Agency (NCGSA) and implementation of the Napa Valley Subbasin Groundwater Sustainability Plan (GSP) by participation in the GSP Technical Advisory Group (TAG); and
