WHEREAS, the CITY desires to grant OPTIONEE an exclusive option to lease certain real property at the Heber Valley Airport (“the AIRPORT”) described on Exhibit A attached hereto (the “PREMISES”) for the purpose of constructing, operating, and maintaining a fixed base operator (“FBO”) facility, and OPTIONEE desires to enter into the OPTION;
