REGULATORY AGREEMENT (the “First Amendment”) is entered into this 10 day of June 2025 by and among the CITY OF NEEDLES, a California charter city (the “City”), and 1707 NEEDLES HWY, LLC, a California limited liability company (the “Borrower”).
