From 1 October 2011, responsibility for the regulation of postal services will move from Postcomm to Ofcom. Also, the existing licensing regime will be replaced with a general authorisation regime. The “Postal Common Operational Procedures Agreement” (PCOPA) contained references to “Licences” and “Licensed operators” which will cease to be meaningful in October. To ensure the PCOPA remains effective, we consider that it is appropriate to make changes to the PCOPA with effect from 1 October, the date the new regime will enter into force.
