It is agreed that the purpose of this Agreement is to carry out the policy of the State and the Community College of Rhode Island by encouraging a more harmonious and cooperative relationship between the State, the College and its MBUs by providing for procedures which will facilitate the free and frequent communications between the State, the College and its MBUs.
