On August 30, 2013, you filed, on behalf of PJM Interconnection, L.L.C. (PJM), an executed nonconforming interconnection service agreement (ISA) among PJM, Dans Mountain Wind Force, LLC and The Potomac Edison Company, a FirstEnergy Company (Dans Mountain ISA),1 which facilitates the interconnection to the PJM transmission system of a 70 MW generating facility located in Frostburg, Maryland, with capacity interconnection rights of 14 MW. You state that the Dans Mountain ISA is a nonconforming agreement because the Dans Mountain ISA contains non-standard terms dealing with meter design, notification and auditing requirements for metering equipment, and metering accuracy. You also state that there is a network upgrade charge of $910,200.
