This Wholesale Market Participation Agreement (“WMPA”) including the Specifications, and Schedules attached hereto and incorporated herein, is entered into in order to effectuate sales of energy and/or capacity into PJM’s wholesale markets, by and between PJM Interconnection, L.L.C., the Regional Transmission Organization for the PJM Region (“Transmission Provider”), CleanBay Biofuels, Inc. d/b/a CleanBay Renewables (“Wholesale Market Participant”) and Delmarva Power and Light Company (“Transmission Owner” or “DPL”) (referred to individually as “Party” or collectively as “the Parties”).
