THIS AGREEMENT, made and entered into this day of 2013, by and among the Board of County Commissioners of Johnson County, Kansas (“County"), the City of Leawood, Kansas; the City of Merriam, Kansas; the City of Olathe, Kansas; the City of Overland Park, Kansas; the City of Lake Quivira, Kansas; the City of Shawnee, Kansas; Consolidated Fire District No. 2, Northeast Johnson County, Kansas; Johnson County Fire District No. 1; Johnson County Fire District No. 2; and Northwest Consolidated Fire District (the parties are collectively referred to as the “Participants”), each party duly having been organized and now existing under the laws of the State of Kansas.
