Pursuant to section 205 of the Federal Power Act (“FPA”),1 and part 35 of the regulations of the Federal Energy Regulatory Commission (“Commission”),2 PJM Interconnection, L.L.C. (“PJM”) submits for filing an executed Wholesale Market Participation Agreement (“WMPA”) entered into among PJM, New Road Solar, LLC (“New Road”) as Wholesale Market Participant, and Public Service Electric and Gas Company (“PSE&G”) as Transmission Owner, executed on January 31, 2017 (“New Road WMPA”). PJM is submitting the New Road WMPA for filing because New Road intends to engage in wholesale sales in the PJM markets from a generating facility connected to PSE&G’s distribution facilities. PJM requests an effective date of January 31, 2017, for this WMPA, which is designated as Original Service Agreement No. 4648, and attached to this filing.3 The New Road WMPA will facilitate New Road’s intent to engage in jurisdictional wholesale transactions in the PJM markets, which will originate over PSE&G’s non-jurisd
