WHEREAS, the Illinois Department of Transportation (IDOT), plans to upgrade the existing Federal-Aid Primary (FAP) 67/IL 97 highway from a two-lane facility to a four-lane expressway from IL 125 in rural Sangamon County to Veterans Parkway (IL 4) at the western edge of the City of Springfield, Illinois (IDOT Sequence #4541D, SHPO Log # 024042420) hereafter referred to as “the Project”; and
