Diego County Water Authority (“the Water Authority”) and the San Diego County Building and Construction Trades Council (“Council”), and the signatory Craft Unions (“Unions”). The Water Authority is not a signatory party to this PLA, but shall be considered a negotiating party and will be responsible for working with the Parties to implement and administer the PLA as described herein.
