Leave of absence for reasons other than illness or injury may be granted where circumstances justify, if the employee’s absence does not adversely affect the efficient oper- ation of the department. Such leaves of absence may be grant- ed upon written application by the employee to his Foreperson and approval of the Company, and the Company will reply in
