Wyoming's technical licensing procedures are thorough, complete, consistent, and of acceptable technical quality that addresses health and safety. Wyoming's procedures should include requirements for pre-licensing verification and for ensuring enhanced security requirements that are in place prior to issuing a license, where these requirements are necessary. Wyoming adopted technical licensing procedures modeled on the Nuclear Regulatory Commission (NRC) procedures and those used by existing Agreement States.
