The Health and Human Services Commission (“HHSC” or “System Agency”), a pass-through entity, and Deep East Texas Council of Governments (“Grantee” or “Contractor”) (each a “Party” and collectively the “Parties”) enter into the following grant agreement to fund services provided under the Older Americans Act of 1965 (“OAA”) (the “Contract”). HHSC has designated Grantee to act as an area agency on aging (“AAA”), thus authorizing Grantee to administer OAA funds.
