This FIFTH SUPPLEMENTAL TRUST AGREEMENT dated as of October 1, 2019 (the “Supplemental Trust Agreement”) is entered into by the MASSACHUSETTS CLEAN WATER TRUST (the “Trust”), and U.S. BANK NATIONAL ASSOCIATION, as Master
