This Agreement is made for the purpose of stabilizing wage rates, hours of employment and other conditions of employment in the areas designated for any outside electrical construction for electrical utilities, municipalities, rural electrification projects (REA) or railroads, both overhead and underground, except URD, all underground network systems, except switching and/or substations when adjacent to or part of electric generating stations.
