Development Authorization means a permit, lease, license, contract or similar written authorization issued pursuant to the governmental powers of Plan Permittees, under which the recipient has the right to engage in a Covered Activity and against whom Plan Permittees have the legal authority and has committed to enforce applicable terms of the Permit, including the SSHCP and this Agreement.
