full exercise of these activities means that a local authority is to be able to exercise them without interference from higher levels of government. This power is not infinite because the exercise of those competences (operational rules) is framed by rules of the collective choice and constitutional levels. For instance, financial autonomy (without interference from higher level authority) implies that a public authority has taxation powers, or can impose user charges or has access to unconditional grants. Conditional grants are inimical to financial autonomy.

  • Exercise means a Holder’s right to exercise the Securities, in accordance with Product Condition 3;
