The Contractor shall assess the homeless population by implementing and maintaining a customized outreach plan for Homeless Persons population, including victims of domestic violence.
Homeless Persons Involvement – To the maximum extent practicable, the jurisdiction will involve, through employment, volunteer services, or otherwise, homeless individuals and families in constructing, renovating, maintaining, and operating facilities assisted under the ESG program, in providing services assisted under the ESG program, and in providing services for occupants of facilities assisted under the program.

The City shall not require a 1 Homeless Person to relocate from Public Property and/or Enforce its Anti-Camping Ordinances and 2 Regulations until the Housing Site is open and available to admit Homeless Persons.

Lessor’s approval shall not be unreasonably withheld for a non-profit corporation or public entity with substantial successful experience managing housing for Homeless Persons.
