For each fiscal year and partial fiscal year from and after the Initial Service Commencement Date, the Concessionaire shall file with the Department an Annual Budget for the Project for such full or partial fiscal year at least 60 days prior to the start of such fiscal year or partial fiscal year.
From and after the Initial Service Commencement Date, the Department shall be responsible for the maintenance, operation and repair of Springfield Interchange Phase VIII in accordance with Section 8.07.
