Operating licensee definition

Operating licensee means the person or entity to whom a state gaming license has been issued for the conduct of gaming. The term does not include persons or entities which have been issued licenses or findings of suitability as officers, directors, stockholders, or key employees.
Operating licensee means the person or entity licensed to actually operate a particular gaming establishment.
