The contractor shall forthwith give effect to the decision of the Superintending Engineer and shall proceed with due diligence, whether arbitration is intended or not.
The period for decision of the case by the Superintending Engineer may, however, be extended by the Chief Engineer under special conditions according to the circumstances, justification, available in each case.
