PRPD shall develop a Use of Force Reporting Policy and Use of Force Report Form that comply with applicable law and comport with generally accepted policing practices.
The Use of Force Reporting Policy shall require all officers to report any use of force in writing in a Use of Force Report Form before the end of the shift.
The Use of Force Report shall include: (a) a detailed account of the incident from the officer’s perspective; (b) the reason for the initial police presence; (c) a specific description of the acts that led to the use of force, including the subject(s)’ behavior; (d) the level of resistance encountered; and (e) a description of every type of force used.
The BPD shall continue to follow and enforce the following General Order and Training Bulletins which were all effective on or before April 8, 2002 and include detailed policies and procedures for the use of force, use of force reporting, and use of CAP spray: General Order number 2002-02 (Use of Force Report Requirement); and Training Bulletins numbered 2002-01 (Use of Force), 2002-02 (Use of Force Report), and 2002-03 (Use of Chemical Agent Projectors Spray).
APD shall develop and implement a use of force reporting policy and Use of Force Report Form that comply with applicable law and comport with best practices.
OPD shall require, by policy, that every Use of Force Report, whether felonies were involved or not, include the names, telephone numbers, and addresses of witnesses to the incident, when such information is reasonably available to the members/employees on the scene.
Each officer in a position to see or hear a use of force shall complete a Use of Force Report, before the end of the shift, documenting the officer’s own actions and observations.
EHPD shall develop and implement a single, uniform, reporting system pursuant to a Use of Force Reporting policy and using a single, uniform, Use of Force Report.
Officers shall clearly articulate and justify each and every cycle used against a subject in a written Use of Force Report.
