Value based definition

Value based or "value-based purchasing" means the intentional linking of cost to the OHCA's perception of the value of goods or services. In a health plan or managed care contract, these terms refer to provider payments made by the health plan or managed care entity based on improved performance by health care providers.
Value based means simply owning more of the market when it looks cheaper and less when it looks more expensive. What measures to use and how to size that bet, of course, varies.
Value based rules means goods may claim Hong Kong origin on the basis of the proportion (which may be different for individual categories of goods) of the value added in Hong Kong or the value of non-originating materials used in their manufacture as against the total value of the goods.
