መንግሥት የአስፈፃሚ አካሊትን ሥሌጣንና ተግባር መወሰኛ አዋጅ ቁጥር 199/2015 ዓ/ም
መግቢያ
የክሌለ መንግስት በሃገራችን እየተካሄዯ ያሇውን ሇውጥ ውጤታማ፣ ዘሊቂ እና ተቋማዊ ሇማዴረግ እንዱሁም የሌማትና የመሌካም አስተዲዯር ሥራዎቻችን ሇመወጣት የሚችሌና ከዯረስንበት ዕዴገት ዯረጃ አንጻር የአስፈፃሚ አካሊት አዯረጃጀት፣ ሥሌጣንን ተግባር ፈትሾ ማስተካከሌ አስፈሊጊ በመሆኑ፣
የክሌሊችንን የኢኮኖሚ ዕዴገት በሊቀ ዯረጃ ሇማፋጠን ይቻሌ ዘንዴ የአስፈፃሚ አካሊት አዯረጃጀት የተሌዕኳቸውን ስፋትና ተቀራራቢነት መሰረት ባዯረገ መሌኩ እንዯገና መወሰን አስፈሊጊ ሆኖ በመገኘቱ ፣
Rivised Proclamation No 199/2023 to Provide definition of the Powers and Functions of Executive Organs of Central Ethiopia Regional State
Preamble
Whereas, it has been found necessary to revise the powers and functions of executive ▇▇▇▇▇ of the region state by examining, in oreder to make the transformation that has been taking place in our country effective, continuous and organizational, that enables to perform the development and good goverance works from the point view of our growth level has been reached;
Whereas, it has been found necessary to redefine the organization of executive organs on the basis of the wideness and propinquity of their missions in order to fasten the economic growth better in the
በማዕከሊዊ ኢትዮጵያ ክሌሌ ሕገ-መንግስት አንቀፅ 55 ንዐስ አንቀፅ 3 መሰረት የሚከተሇው ታውጇሌ፡፡
ክፍሌ አንዴ ጠቅሊሊ
1. አጭር ርዕስ
ይህ አዋጅ “የማዕከሊዊ ኢትዮጵያ ክሌሌ መንግሥት የአስፈፃሚ አካሊትን ስሌጣንና ተግባር እንዯገና ሇመወሰን የወጣ አዋጅ ቁጥር 199/2015” ተብል ሉጠቀስ ይችሊሌ፡፡
2. ትርጓሜ
የቃለ አገባብ ላሊ ትርጉም የሚያሰጠው ካሌሆነ በስተቀር በዚህ አዋጅ ውስጥ ፡-
1) “ክሌሌ” ማሇት የማዕከሊዊ ኢትዮጵያ ክሌሌ ነው፤
2) “ክሌሌ ህዝብ ተወካዮች ምክር ቤት”
ማሇት የማዕከሊዊ ኢትዮጵያ ክሌሌ መንግሥት ምክር ቤት ነው፤
3) “መስተዲዴር ምክር ቤት” ማሇት በተሻሻሇው የማዕከሊዊ ኢትዮጵያ ክሌሌ ሕገ-መንግሥት የተገሇጸው ሆኖ በዚህ
አዋጅ አንቀጽ 4 ንዐስ አንቀጽ 1
የተመሇከተው ከፍተኛ የአስፈፃሚ አካሌ ወይም ካቢኔ ነው፤
4) “አስተዲዯር ምክር ቤት” ማሇት
እንዯአግባብነቱ የዞን፣ የሌዩ ወረዲ፣ የከተማ አስተዲዯር፣ የወረዲ አስተዲዯር
Region
Now, therefore, in accordance with sub- Article 3 of Article 55 of the Constitution of the Central Ethiopia Regional State has proclaimed as follows:-
Part One
General
1. Short Title
This Proclamation may be cited as” The Definition of the Powers and Functions of Executive Organs of Central Ethiopia Regional State Proclamation No 199/2023.”
2. Definition
In this proclamation unless the context otherwise requires;
1) “Region” means Central Ethiopa Regional State;
2) “Regional Council of Peoples Representatives” means Central Ethiopia Regional State House of Peoples Representativesl;
3) “Administration Council” means Higher executive body or Cabine which is prescribed under sub- Article 1 of Article 4 of this Proclamation in accordance with Constitution of Central Ethiopia Regional State;
4) “Administrative Council” means executive body or cabine, as it is

5) “አስተዲዯር እርከን” ማሇት እንዯአግባብነቱ በክሌለ የሚገኙ የዞን፣ የሌዩ ወረዲ፣ የወረዲ፣ የከተማ፣ የክፍሇ ከተማ እና የገጠርና ከተማ ቀበላ አስተዲዯርን ያጠቃሌሊሌ፤
6) “የአስፈፃሚ አካሊት መሥሪያ ቤት”
ማሇት ቢሮ፣ ኮሚሽን፣ ኤጀንሲ፣ ኢንስቲቲዩት፣ ጽሕፈት ቤት፣ ባሇስሌጣን መሥሪያ ቤት እና ላልች የመንግሥት አስተዲዯር ተግባር ሇማከናወን በዚህ አዋጅና በላልች ሕጏች መሰረት የተቋቋሙትንና በሥራቸው ያለትን መሥሪያ ቤቶችን ያጠቃሌሊሌ፤
7) “ቢሮ” ማሇት ሇመስተዲዯር ምክር ቤት
ተጠሪ የሆኑ የክሌለ አስፈፃሚ መስሪያ ቤቶች ናቸው፤
8) “ኃሊፊ ወይም ምክትሌ ኃሊፊ” ማሇት
እንዯቅዯም ተከተለ የአስፈፃሚ አካሊት መሥሪያ ቤቶችን በበሊይነት ሇመምራት በኃሊፊነት የተሾመ ወይም የተመዯበ ኃሊፊ ወይም ምክትሌ ኃሊፊ ነው፤
9) “ሰው” ማሇት የተፈጥሮ ሰው ወይም በሕግ የሰውነት መብት የተሰጠው አካሌ
ነው፤
10) በዚህ አዋጅ ውስጥ የተጠቀሱ ቃሊት ወይም ሀረጎች እንዯአስፈሊጊነታቸው
መስተዲዯር ምክር ቤቱ በሚያወጣው የተቋማት አሰራርና አዯረጃጀት ዯንቦች
relevance, of zone, special woreda, woreda administration;
5) “Administration Hierarchy” means the Zone, special woreda, woreda, city, sub-sity, and includes Rural and City kebele administration;
6) “Office of Executive Body” shall mean Bureau, commission, Agency, Institute, Office, Authority and other offices established based on this Proclamation and other Laws to perform the state administration function including offices under them;
7) “Bureau” means executive institutions of the region which are accountable to administrative council,
8) “Head or Deputy Head” means head or deputy head appointed or designated to head Offices of executive organ consecutively;
9) “Person” means natural or juridical person.
10) Words or phrases under this Proclamation, may be defined on Regulations to be issued to determine procedures and organizations of institutions by administrative council as may be necessary.

ክፍሌ ሁሇት ስሇአስፈፃሚ አካሊት መስሪያ ቤቶች
3. መቋቋም
1) የሚከተለት የአስፈፃሚ አካሊት መስሪያ ቤቶች የመስተዲዯር ምክር ቤት አባሌ
ሆነው በዚህ አዋጅ ተቋቁመዋሌ፤
1) የሰሊምና ፀጥታ ቢሮ
2) የፋይናንስ ቢሮ
3) የፍትህ ቢሮ
4) የግብርና ቢሮ
5) የንግዴና ገበያ ሌማት ቢሮ
6) የትራንስፖርትና መንገዴ ሌማት ቢሮ
7) የከተማ ሌማትና ኮንስትራክሽን ቢሮ
8) የውሃ፣ መስኖና ማዕዴን ሌማት ቢሮ
9) የትምህርት ቢሮ
10) የጤና ቢሮ
11) የቴክኒክና ሙያ ትምህርትና ሥሌጠና ቢሮ
12) የሴቶችና ሕፃናት ጉዲይ ቢሮ
13) ኢንቨትመንት እና የኢንደስትሪ ቢሮ
14) የገቢዎች ቢሮ
15) የባህሌና ቱሪዝም ቢሮ
16) የፐብሉክ ሰርቪስ እና የሰው ሃብት ሌማት ቢሮ
Part Two Offices of Executive Organs
3. Establishment
1) The following executive organ offices have been established as a member of administrative council in accordance with this Proclamation;
1) Peace and Security Bureau
2) Finance Bureau
3) Justice Bureau
4) Agriculture Bureau
5) Trade and Market Development Bureau
6) Transport and Road Development Bureau
7) Urban Development and Construction Bureau
8) Water, Irregation and Mining Development Bureau
9) Education Bureau
10) Health Bureau
11) Technical and Vocational Education and Training Bureau
12) Women and Children Affairs Bureau
13) Investment and Industry Bureau
14) Revenue Bureau
15) Culture and Tourism Bureau
16) Public Service and Human Resource Development Bureau
17) የሰራተኛና ማሕበራዊ ጉዲይ ቢሮ
18) የሳይንስና ኢንፎርሜሽን ቴክኖልጂ ቢሮ
19) የመንግስት ኮምዩኒኬሽን ጉዲዮች ቢሮ
20) የፕሊንና ሌማት ቢሮ
21) የወጣቶችና ስፖርት ቢሮ
22) የሥራ እዴሌ ፈጠራና ኢንትርፕራይዝ ሌማት ቢሮ
23) የዯንና አካባቢ ጥበቃና ሌማት ቢሮ
2) በዚህ አንቀጽ ንዐስ አንቀጽ 1 መሰረት የተቋቋሙ የአስፈፃሚ አካሊት መሥሪያ ቤቶች
ተጠሪነት ሇክሌሌ መንግሥት መስተዲዴር ምክር ቤትና ሇርዕሰ መስተዲዴሩ ይሆናሌ፤
3) ከዚህ በሊይ የተመሇከቱት የአስፈፃሚ መስሪያ
ቤቶች እንዯአስፈሊጊነቱ በክሊስተር ሉዯራጁ ይችሊለ፤
4) የክሌለ መንግስት እንዯአስፈሊጊነቱ
በመስተዲዯር ምክር ቤት አባሌነት የሚሰየሙ ላልች የካቢኔ አባሊት ይኖሩታሌ፡፡
ክፍሌ ሦስት
ስሇርዕሰ መስተዲዴሩ፣ ምክትሌ ርዕሰ መስተዲዴር እና መስተዲዴር ምክር ቤት
4. መስተዲዴር ምክር ቤት
1) የሚከተለት የመስተዲዴር ምክር ቤት አባሊት ናቸው፣
ሀ) ርዕሰ መስተዲዴሩ፣
ሇ) ምክትሌ ርዕሰ መስተዲዴር፣
17) Labour and Social Affairs Bureau
18) Science and Informatiom Technology Bureau
19) Public Communication Affairs Bureau
20) Plan and Development Bureau
21) Youth and Sport Bureau
22) Job creation and Enterprise Development Bureau
23) Forest and Environment Pretection Development Bureau
2) Organizations of the executive organ established in accourdance with sub- Article 1 of this Article, shall be accountable to the chief executive and region state administration council;
3) The above-mentioned executive offices may be organized into clusters as may be necessary;
4) The Region State shall have other cabinet members that shall be appointed as members of the executive council as may be necessary.
Part Three
Chief Executive, Deputy Chief Executive and Adminstartion Council
4. Adminstartion Council
1) Adminstartion Council shall have the following members:
a) Chief Executive,
b) Deputy Chief Executive
c) Heads that direct executive organs
ሐ) በምክትሌ ርዕሰ መስተዲዯር ማዕረግ በክሊስተር የተዯራጁ አስፈፃሚ አካሊትን የሚመሩ ኃሊፊዎች፣ እና
መ) በዚህ አዋጅ አንቀጽ 3 ንዐስ አንቀጽ
1 ከተራ ቁጥር 1 እስከ 23 የተመሇከቱትን አስፈጻሚ አካሊትን የሚመሩ ኃሊፊዎች፡፡
2) በዚህ አንቀጽ ንዐስ አንቀጽ 1 (ሐ) የተመሇከተው ማንኛውም ኃሊፊ
በመስተዲዯር ምክር ቤቱ የመገኘት ግዳታ አሇበት፡፡ ከአቅም በሊይ በሆነ ምክንያት መገኘት በማይችሌበት ጊዜ ምክትለ ወይም ከአንዴ በሊይ ምክትልች ባለ ጊዜ፤ በግሌፅ ተሇይቶ በፅሁፍ ውክሌና የተሠጠው ምክትሌ ኃሊፊ ወይም በግሌፅ ተሇይቶ በፅሁፍ ውክሌና የተሠጠው ከላሇ በሹመት ቅዴሚያ ያሇው ምክትሌ ኃሊፊ በመስተዲዯር ምክር ቤቱ ስብሰባ ሊይ ይገኛሌ፡፡
5. የርዕሰ መስተዲዴሩ ስሌጣንና ተግባር
የክሌለ ርዕሰ መስተዲዴር ሥሌጣንና ተግባር በማዕከሊዊ ኢትዮጵያ ክሌሌ ሕገ-መንግሥት አንቀጽ 72 የተመሇከተው ይሆናሌ፤
6. የምክትሌ ርዕሰ መስተዲዴሩ ሥሌጣንና ተግባር
የክሌለ ምክትሌ ርዕሰ መስተዲዴር ሥሌጣንና ተግባር በማዕከሊዊ ኢትዮጵያ ክሌሌ መንግስት
ሕገ-መንግሥት አንቀጽ 73 የተመሇከተው
ይሆናሌ፣
organized in Cluster by the title of Deputy Chief, and
d) Heads those manage the executive Organs referred in Sub-Article 1 of Article 3 of this Proclamation from No. 1 to 23.
2) Any head who specified in sub-Article
1 (c) of this Article shall have the obligation to take part in Administrative council meeting; when he can not attend the meeting due to the reason beyond his capacity, his Vice or where there are more than one vice heads, vice head who has been specifically delegated in written form or in the absence of vice head who has been specifically deligated in written form, the Vice who has priority in his appointment shall take part in the meeting of the Administrative Council.
5. Powers and functions of Chief Executive
The powers and functions of chief executive of the region shall be as specified under Article 72 of the amended constitution of Central Ethiopia Region;
6. ▇▇▇▇▇▇ and Functions of Deputy Chief Executive
The powers and functions of deputy chief executive of the region shall be as specified under Article 73 of the amended constitution of Central Ethiopia Region State;
7. የክሌሌ መስተዲዴር ምክር ቤት ስሌጣንና ተግባር
የክሌለ መስተዲዴር ምክር ቤት ሥሌጣንና ተግባር በማዕከሊዊ ኢትዮጵያ ክሌሌ ሕገ- መንግሥት አንቀጽ 70 የተመሇከተው
ይሆናሌ፡፡
8. የመስተዲዴር ምክር ቤት አሰራር
1) የመስተዲዴር ምክር ቤት ፡-
ሀ/ የራሱ የውስጥ ዯንብ ይኖረዋሌ፤
ሇ/ በውስጥ ዯንቡ በሚወሰነው መሠረት መዯበኛና አስቸኳይ ስብሰባዎች ያዯርጋሌ፤
ሐ/ ምሌአተ ጉባኤ የሚባሇው ከአባሊቱ ከግማሽ በሊይ ሲገኙ ይሆናሌ፤
መ/ የሚያስተሊሌፈው ውሳኔ በተባበረ ዴምጽ ይሆናሌ፤ በተባበረ ዴምጽ መወሰን
ካሌተቻሇ በዴምጽ ብሌጫ ይወሰናሌ፤
2) ርዕሰ መስተዲዴሩ፡-
ሀ/ የመስተዲዯር ምክር ቤት አባሊት አጀንዲ የማስያዝ መብታቸው እንዯ ተጠበቀ ሆኖ፣
ሇምክር ቤቱ በአጀንዲ የሚቀርቡ ጉዲዮችን ይወስናሌ፤
ሇ/ የመስተዲዴር ምክር ቤቱን ስብሰባ ይመራሌ፤
ሐ/ ሇመስተዲዴር ምክር ቤቱ በአጀንዲ የቀረበ ጉዲይ በርዕሰ መስተዲዯር ጽህፈት ቤት
መታየት የሚያስፈሌገው ሆኖ ካገኘው አጀንዲውን ሇላሊ ጊዜ ሉያስተሊሌፍ ይችሊሌ፤
9. የርዕሰ መስተዲዴር ጽህፈት ቤት
1) የርዕሰ መስተዲዴር ጽህፈት ቤት በክሌለ ሕገ-መንግሥት አንቀጽ 74 ንዐስ አንቀጽ 2
7. Powers and Functions of Administration Council of the Region
The powers and functions of Administration council of the region shall be as specified under Article 70 of the amended constitution of Central Ethiopia regional State.
8. Procedure of Administrative Council
1) Council of Administration
a) have its own rules of procedure;
b) conduct ordinary and extraordinary meetings in accordance with its rules of procedure;
c) have a quorum where more than half of its members are presen;
d) pass decisions by consensus or, failing that, by majority vote.
2) The Chief Executive
a) without prejudice to the rights of the members of the council to propose agenda, determine the agenda of the council;
b) preside over the meetings of the council;
c) adjourn the agenda under circumstances where he finds it necessary to refer a case in his office,
9. Office of Chief Executive
1) The Office of chief executive shall be an office of chief executive and
መሠረት የክሌለ መስተዲዴር እና የርዕሰ መስተዲዴር ምክር ቤት ጽህፈት ቤት ይሆናሌ፡፡
2) የርዕሰ መስተዲዴር ጽህፈት ቤት ሥሌጣንና ተግባር በተሻሻሇው የክሌለ
መንግሥት ሕገ-መንግሥት አንቀጽ 74 ንዐስ አንቀጽ 4 ሊይ የተመሇከተው ይሆናሌ፡፡
3) በዚህ አንቀፅ ንዐስ አንቀፅ 1 ሊይ የተጠቀሰው እንዯተጠበቀ ሆኖ ርዕስ
መስተዲዯሩ ስሌጣንና ተግባሩን ሇማከናወን የሚረደ ሌዩ ሌዩ ጽህፈት ቤቶችን ሉያቋቁም ይችሊሌ፡፡ ዝርዝሩ በዯንብ ይወሰናሌ፡፡
ክፍሌ አራት
የአስፈፃሚ አካሊት መሥሪያ ቤቶች ሥሌጣንና ተግባር
10. የወሌ ስሌጣንና ተግባር
1) በዚህ አዋጅ አንቀጽ 3 መሠረት የመስተዲዴር ምክር ቤት አባሌ የሆነ እያንዲንደ የአስፈፃሚ አካሌ መሥሪያ ቤት በሥራው መስክ፡-
ሀ) ሕግና ፖሉሲዎች ያመነጫሌ፣ ዕቅዴና በጀት
ያዘጋጃሌ፣ ሲፈቀዴም በስራ ሊይ ያውሊሌ፣ ሇ) ጥናትና ምርምር ያካሂዲሌ፣ የአቅም ግንባታ
ኘሮግራሞችን ተግባራዊ ያዯርጋሌ፣ መረጃዎችን ያሰባስባሌ፣ ያዯራጃሌ፣ እንዯአስፈሊጊነቱ ያሰራጫሌ፣
ሐ) የፌዳራሌና የክሌለ ሕጏች በስራ ሊይ መዋሊቸውን ያረጋግጣሌ፤
መ) በሕግ መሰረት ውልችና ስምምነቶች
administration council in accordance with sub-Article 2 of Article 74 of the amended regional government Constitution.
2) The powers and functions of the Office of the Chief Executive shall have the power and duty prescribed in sub-Article 4 of article 74 of the constitution;
3) Without prejudice the prescription under sub-Article 1 of this office, the president may establish various offices to implement his powers and functions. The details shall be determined by Regulation.
Part Four
Powers and Functions of Executive Organs
10. Common Powers and Functions
1) Each executive organ office which are member of administration council, based on Article 3 of this proclamation, in its field of activity shall:-
a) Initiate law and policies, prepare plans and budgets, and upon approval implement the same;
b) Undertake study and research, implement capacity building programs, collect, compile and, if necessary, disseminate datas;
c) Ensure the implementation of federal and

ረ)የኤች አይ ቪ ኤዴስ ተጠቂዎችንና የአካሌ ጉዲተኞች የእኩሌ ተጠቃሚ እና ሙለ ተሳታፊ የሚሆኑበትን ሁኔታ ያመቻቻሌ፣
ሰ)በሚያዘጋጃቸው ፖሉሲዎች፣ ሕጎች፣ የሌማት ፕሮግራሞችና ፕሮጀክቶች የሴቶችንና
የወጣቶችን ጉዲይ፣ የሕጻናት ጥቅምና ዯህንነትን ያስጠብቃሌ፣ የአካባቢ ጥበቃን፣ የአዯጋ ስጋት ስራ አመራርን፣ የሰብዓዊ መብት የዴርጊት መርሃ ግብር መካተታቸውን ያረጋግጣሌ፣ ተግባራዊ ያዯርጋሌ፣
2) በየአስተዲዯር እርከን የሚገኙትን የአስፈፃሚ አካሊት መሥሪያ ቤቶችን እና በማቋቋሚያ ሕጏቻቸው ተጠሪ የሆኑ የአስፈፃሚ አካሊት
መስሪያ ቤቶችን አፈፃጸም በበሊይት ይመራሌ፣ ያስተባብራሌ፣ አዯረጃጀታቸው፣ የሥራ ፕሮግራሞቻቸውን እና በጀታቸውን መርምሮ ሇሚመሇከተው የመንግስት አካሌ እንዱያቀርቡ ይወስናሌ፣
3) ተጠሪው የሆኑ የክሌለ መንግስት የሌማት ዴርጅቶችን አግባብ ባሇው ሕግ መሠረት ይከታተሊሌ፣ ይዯግፋሌ፣ የሌማቱ አጋዥ ሆነው
መስራታቸውን ያረጋግጣሌ፤
4) በዚህ አዋጅና በላልች ህጎች የተሰጡትን ሥሌጣንና ተግባራት በሥራ ሊይ ያውሊሌ፤
5) ስሇሥራው አፈፃፀም በየወቅቱ ሇርዕሰ መስተዲዴሩ እና ሇመስተዲዴር ምክር ቤት ሪፖርት ያቀርባሌ::
regional laws,
d) Enter in to contracts and agreements based on laws, employe, administer and dismiss employee;
e) Facilitate the circumstance by which HIV AIDS victims and disables to be equal beneficiary and full participant;
f) Ensure the incorporation of women and youths affair, environmental protection, and accident risk managements, human right action programs in policies, laws, development programs and projects;
2) Supervise, head and coordinate, review, work and approve the performances of the executive organs’ offices and executive body organs found under different administerative hierarchy and those organs which are accountable to it under the laws establishing them and the organizational stricture, programs and budgets and submit it to the appropriate government bodies;
3) Monitor and support in accordance with the relevant law the activities of development enterprises of the regional government and ensure that they operate as development support;
4) Exercise the powers and functions given to it under this Proclamation and other Laws;
5) Submit periodic performance reports to the Chief executive and Administration Council.
11. የሠሊምና ፀጥታ ቢሮ
ቢሮው የሚከተለት ሥሌጣንና ተግባራት ይኖሩታሌ፣
1) ሰሊምን ሇማስጠበቅ አግባብ ካሊቸው አካሊት
ጋር በመተባበር ይሰራሌ፤ የክሌለን ሕዝብ ሰሊም፣ ዯህንነትና ነጻነት እንዱከበሩ የሚያስችሌ ስሌት ይነዴፋሌ፤ የግንዛቤና የንቅናቄ ሥራዎችን ያከናውናሌ፤
2) በተሇያዩ ኃይማኖቶችና እምነቶች ተከታዮች፣ እንዱሁም በተሇያዩ ብሔር፣

11. Peace and Security Bureau
The Bureau shall have the following powers and functions:
1) Cooperate with the appropriate bodies to maintain peace; designs a strategy to ensure the peace, security and freedom of the people of the region; arises awareness and performs mobilization activities;
2) Work in Collaboration with appropriate government bodies, cultural and religious institutions, and other relevant bodies to promote peace and respect among different nations, nationalities and peoples as well as members of different religions and beliefs,
3) Facilitate the expansion of cultural exchanges, civics education and arts in collaboration with the concerned bodies to promote national unity and communication;
4) Set awareness and mobilization strategies to develop a culture of peace, respect and tolerance between individuals and groups in the region, and monitors its implementation;
5) Review and follow up conditions concerning the security of the region, collect, evaluate, distribute and functionalize security information and there by maintain the region’s peace;

ያዯረጋሌ፣ በዴንበር አከባቢ ያሇውን ህብረተሰብ ግንኙነት እንዱሻሻሌና እንዱጠናከር የሚረደ ሥራዎችን ይሠራሌ፣
10) ክሌለ በሚያዋስናቸው ጏረቤት አገሮች ዴንበር አካባቢ የግጭት ሁኔታ በመከታተሌ መረጃ ያሰባስባሌ፣ ግጭት እንዲይከሰት
የመከሊከሌ ሥራዎችን ይሠራሌ፡፡ ሲከሰትም ከሚመሇከታቸው አካሊት ጋር በመቀናጀት መፍትሔ እንዱያገኙ ያዯረጋሌ፣
11) ከሚመሇከታቸው አካሊት ጋር በመተባበር በግጭት መነሻ ምክንያቶች ሊይ ጥናትና ምርምር ያካሂዲሌ፣ የመፍትሔ ሃሳቦችና
የአፈፃፀም ስትራቴጂዎችን ያቀርባሌ፣ ሲፈቀዴም ተግባራዊ ያዯርጋሌ፣
12) በክሌለ በሚገኙ የአስተዲዯር እርከኖች መካከሌ ግጭቶች እንዲይነሱ የመከሊከሌ
ሥራዎችን ይሠራሌ፣ ሲከሰቱም በቁጥጥር ሥር ያውሊሌ፣ የግጭቱን መንስዔ አጣርቶ ሇሚመሇከተው አካሌ ያቀርባሌ፣
ensure the safety, peace, and security of the people of the region;
7) Devise and implement strategy to have modern security information flow, keeping and organization with in the region;
8) In order to collect and administer security data as well as human resource, put in to practice regulations issued by the administrative coiuncil for the administration of special finance, budget and human resource;
9) Make relations with neighboring regions and concerning bodies regarding security; undertake activities that help to improve and reinforce the relation of community who live in border areas;
10) Collect information through following up the conflict circumistances in areas bordering the region with neighboring countries; undertake conflict protection activities in collaboration with the concerning body and resolve it in coordination with concerning bodies when arised;
11) Conduct study and research on causing factors of conflict in cooperation with concerning bodies, put forward solutions and execution strategy and implement when permitted;
12) Undertake protection activity not to arise conflict among the administrative levels with in the region, control when they are

15) የፀረ-ሰሊም ኃይልችን እንቅስቃሴ ይከታተሊሌ፣ በዚህም የሚፈጠሩ ችግሮችን ሇመፍታት የሚያስችለ አሠራሮችን አጥንቶ
ተግባራዊ ያዯረጋሌ፣
16) በክሌለ ውስጥ ባለ አስተዲዯር እርከኖች መካከሌ የሚነሱ የማካሇሌ ጥያቄዎች በሠሊማዊ መንገዴ እንዱፈቱ ያዯርጋሌ፣
17) የክሌለን የፖሉስ ኮሚሽን ሥራዎች በበሊይነት ይመራሌ፣ ይከታተሊሌ፣
ያስተባብራሌ፣
18) በክሌለ በተሇያዩ የአስተዲዯር እርከኖች ከብሔረሰቦች ማንነት ጋር ተያይዘው
በሚነሱ የዴንበር ማካሇሌ ጉዲዮች በብሔረሰቦች ምክር ቤት የሚሰጡትን ውሣኔዎች ተግባራዊ ያዯርጋሌ ፣ አፈፃፀሙን ይከታተሊሌ፣
19) የተፈጥሮና ሰው ሰራሽ አዯጋዎች በአስቸኳይ በቁጥጥር ስር ሇማዋሌ እንዱቻሌ ሲታዘዝ የፀጥታ ኃይሌ

13) Work in collaboration with relevant government bodies, religious institutions and any other bodies to settle peace and respect ,and prevent confilict among different religions and faith followers;
14) Register religion and faith institutions, issue certificate, renew, monitor, and pend and cancel their license when found illegal;
15) Follow up the activity of anti- peace forces, conduct study and implement methods that enable to solve the problems caused by;
16) Resolve peacefully the questions of demarcation arousing among the administrative levels of the region;
17) Head, follow-up and coordinate the functions of the regions police commission;
18) implement the decisions that the council of nationalities of region passes on boundary demarcation issues which arises among various administrative levels of the region with regard to ethnic identity and follow up the implementation there of;
19) Deploy security force to enable controlling of natural and man made disasters;

24) በክሌለ የሚከናወኑ የወሳኝ ኩነቶች ተግባራትን በበሊይነት ይመራሌ፣ ይቆጣጠራሌ፣ ይከታተሊሌ አፈጻጸሙንም
ይገመግማሌ፣
25) ዓሊማውን ሇማስፈፀም የሚረደ ላልች ተግባራትን ያከናውናሌ፡፡
12. የፋይናንስ ቢሮ
ቢሮው የሚከተለት ሥሌጣንና ተግባራት ይኖሩሌ፣
1) የክሌሌ መንግስት በጀት ያዘጋጃሌ፣ በተፈቀዯው በጀት መሰረት ክፍያ ይፈፅማሌ፣ የበጀቱን አፈፃፀም
ያስተዲዴራሌ፣ ይገመግማሌ፣ ይቆጣጠራሌ፣
2) የክሌለ መንግስትን የበጀት፣ የሂሳብ፣
20) Take cautionary measure to avoid dangers against women and children while taking protection measures against security problems and natural disaster;
21) Effect to be maintained the peace and security of the society through building the capacity of the militia force;
22) Organize the militia in away that enable to maintain security and, as necessary, facilitate conditions to work in cooperation with the public and other security forces.
23) Follow up and supervise the militia in order to deploy them on security and other state activities without departing them from production activity for a long time;
24) Oversees, supervises, monitors and evaluates the performance of vital events in the region,
25) Performs other activities to achieve its objective.
12. Bureau of Finance
The Bureau shall have the following powers and functions:
1) Prepare budget, and execute pay in accordance with the budget; administer, evaluate and supervise the expenditure of the budget;
2) Lay down procedures of budget, account, pay and internal audit of the regional state

23) ዓሊማውን ሇማስፈጸም የሚችለ ላልች ተዛማጅ ተግባራትን ያከናውናሌ፣
33. የዯንና አካባቢ ጥበቃና ሌማት ቢሮ
ቢሮው የሚከተለት ስሌጣንና ተግባራት ይኖሩታሌ፣
1) የሀገሪቱና የክሌለ የአካባቢ ዯህንነትና
ዓሊማዎቸ እንዱሁም የአከባቢ ፖሉሲዎች ከግብ መዴረሳቸውን ሇማረጋገጥ የሚያስችለ ተግባራትን ያስተባብራሌ፣ ይመራሌ፤
2) አግባብ ባሇው ሕግ መሠረት የአከባቢ ተፅዕኖ ግምገማ በሚያስፈሌገው በመንግስትም ሆነ
በግሌ ፕሮጀክት፣ በማህበራዊና በኢኮኖሚያዊ የሌማት ፖሉሲ፣ ስሌት፣ ሕግና መርሐ ግብር ተግባራዊ እንዱሆን የሚቀርብ የአካባቢ ተፅዕኖ ጥናት ዘገባ በመመርመር የይሁንታ ፍቃዴ ይሰጣሌ ወይም ተገምግሞ ውሳኔ እንዱሰጥበት ሇሚመሇከተው የመንግስት አካሌ አስተያየት ይሰጣሌ፣ በተሰጠው ፍቃዴ መሰረት መተግበሩን ይከታተሊሌ፣ በሕግ መሠረት አስፈሊጊውን እርምጃ ይወስዲሌ፤
3) ጽደና አረንጓዳ አካባቢን ሇመፍጠር የቆሻሻ አያያዝ ሥርዓት እንዱዘረጋ ያዯርጋሌ፤
develops programs, follows up its implementation when approved, and collaborates with relevant stakeholders;
22) Owns, co-ordinates and supports the urban food security program, works in coordination with stakeholders, follows up its implementation, and links it with sustainable development.
23) Carry out other related activities to to achive its objectives;
33. Forest and Environmental Protection and Development Bureau
The Bureau shall have the following powers and functions:
1) Coordinate and direct activities to ensure that the country's and regional environmental security and objectives as well as environmental policies are achieved;
2) Evaluate the approval of the environmental impact survey on the implementation of public and private projects, social and economic development policies, strategies, laws and programs that require environmental impact assessment in accordance with applicable law or monitors, takes legal action; reviews, comments to the relevant government body, reviews its implementation in accordance with the granted license, and takes necessary action in accordance

ሕጎችን ተፈፃሚነታቸውን ይከታተሊሌ፤ ተግባራዊ ያዯርጋሌ፣
7) በአካባቢ ሀብቶች አጠቃቀም ዘሊቂ የአካባቢ አያያዝ ሇማስፈን የአካባቢ አመሊካቾች ሊይ
መሠረት በማዴረግ መረጃ በማሰባሰብ፣ በማዯራጀት፣ በመተንተን፣ የተቀናጀ የአካባቢ ሁኔታና ሇውጥ ዘገባ ያዘጋጃሌ፤ በጥናቱ መሠረት ችግሮቹን ሇመፍታት የሚያስችሌ መርሀ ግብር ያዘጋጃሌ፤ የአካባቢ መረጃ ሥርዓቶችን ይዘረጋሌ፣
8) የአካባቢና የዯን ጥበቃ ግዳታዎች መከበራቸውን ሇማረጋገጥ በክሌለ ውስጥ
ወዯሚገኝ ማንኛውም መሬት፣ ቅጥር ግቢ ወይም ላሊ ቦታ ይገባሌ፤ ኃሊፊነቱን ሇመወጣት ተገቢ ሆኖ ያገኘውን ማንኛውንም ነገር ይፈትሻሌ፤ ናሙናዎችን ይወስዲሌ፣

3) Establish a waste management system to create a clean and green environment; identifies technology options and sources for urban solid and liquid waste disposal and recycling; expands supply in collaboration with stakeholders; follows up and support it;
4) Ensures that local standards are implemented;
5) Supervise the operation of any production and service facility are performed in the way that protects the environment from pollution, and take legal action when necessary;
6) Monitors the implementation of policies and lawss relating to the production, transfer, handling and use of hazardous substances or sediments; applies it;
7) Collects, organizes, analyzes data, coordinates environmental conditions and prepares integrated environmental and change report based on environmental indicators to ensure sustainable use of environmental resources; based on the study, develop a program to solve the problems; deploys local information systems;
8) Enter any land, compound or other location in the region to ensure compliance with environmental and forest protection are respected;

11) አግባብነት ካሊቸው አካሊት ጋር በመተባበር በክሌለ ውስጥ የዯንና የደር እንስሳት ጥበቃና
አጠቃቀም ተግባራትን በበሊይነት ይመራሌ፣
12) ሇአየር ንብረት ሇውጥ የማይበገር አረንጓዳ ኢኮኖሚ ግንባታን ሇማፋጠን የዯን
ጭፍጨፋንና መራቆትን የሚያስቀሩ ቴክኖልጂዎች ጥቅም ሊይ የሚውለበትን አማራጭ ያዘጋጃሌ፣ ጥቅም ሊይ እንዱውሌም ያዯርጋሌ፣
13) አግባቡ ባሇው ሕግ የክሌለን የገጠር መሬት አጠቃቀምና አስተዲዯር ሥርዓትን ያስፈጽማሌ፤ ይከታተሊሌ፤ ይቆጣጠራሌ፣
14) የአካባቢና ዯን ጥበቃና እንክብካቤ ግንዛቤ በኀብረተሰቡ ውስጥ የሚሰረጽበትን ስሌት
ይቀይሳሌ፣ ስሌጠና ይሰጣሌ፣
15) ዓሊማውን ሇማሳካት የሚረደ ላልች ተግባራትን ያከናውናሌ፡፡
ክፍሌ አምስት ስሇላልች አስፈፃሚ አካሇት እና ተጠሪነት
investigates everything that is appropriate to fulfill his responsibility; takes samples,
9) sets strategies to prevent desertification and rehabilitate degraded areas; follows up its implementation by appropriate bodies;
10) Conduct studies on the use and management of the region's biodiversity resources, sets strategies, set up working procedure and applies when approved
11) Head the conservation and use of forest and wildlife in the region in collaboration with the relevant bodies;
12) Develop and implement technologies that avoid deforestation and cutting trees to accelerate the building of a climate resilient green economy;
13) Enforce, follows up and controls the rural land utilization and management system of the region in accordance with the relevant law;
14) Develop a strategy for disseminating awareness of the environment and forest in the community, provides training;
15) Carry out such other activities to achieve its objectives.
Part Five
Other Executive Bodies and Accountability
34. ላልች የአስፈጻሚ አካሊት መስሪያ ቤቶች
1) በዚህ አዋጅ ውስጥ ያሌተመሇከቱ ላልች የክሌለ መንግሥት አስፈጻሚ አካሊት በማቋቋሚያ ሕጎቻቸው
መሰረት ስራቸውን ይቀጥሊለ፤
2) የዚህ አንቀጽ ንዐስ አንቀጽ 1 ዴንጋጌ እንዯተጠበቀ ሆኖ ቀዯም ሲሌ
የተቋቋሙት አስፈጻሚ አካሊት አዯረጃጀት፣ ሥሌጣንና ተግባር በተመሇከተ በመስተዲዴር ምክር ቤት በሚወጣው ዯንብ መሠረት እንዲስፈሊጊነቱ የሚወሰን ይሆናሌ፡
35. ስሇተጠሪ አስፈፃሚ አካሊት
1) በሚከተለት ንዐሳን አንቀጾች የተዯረጉት የተጠሪነት ማሻሻያዎች እንዯተጠበቁ
ሆነው፣ላልች አስፈፃሚ አካሊት በተቋቋሙባቸው ሕጎች በተዯነገገው መሠረት ሥራቸውን ይቀጥሊለ፤
2) የዚህ አንቀጽ ንዐስ አንቀጽ 1 አጠቃሊይ ዴንጋጌ እንዯተጠበቀ ሆኖ የስያሜና
የተጠሪነት ማሻሻያ የተዯረገባቸው አስፈፃሚ አካሊት በመስተዲዯር ምክር ቤት በሚወጣ ዯንብ መሰረት አዯረጃጀትና ስሌጣንና ተግባራት የሚወሰን ይሆናሌ፤
3) የሚከተለት አስፈፃሚ አካሊት ተጠሪነት ሇርዕሰ መስተዲዯሩ ይሆናሌ፤
ሀ) የማዕከሊዊ ኢትዮጵያ ክሌሌ አመራር አካዲሚ
ሇ) የፖሉሲ ጥናትና ምርምር ኢንስቲትዩት
34. Other Executive Offices
1) Other executive bodies of the regional government, which are not covered by this proclamation, shall continue to function in accordance with their establishment laws;
2) Without prejudice the provisions of sub- article 1 of this article, the organization, powers and functions of the previously established executive bodies shall be determined as may be necessary in accordance with the regulations issued by the administrative council.
35. Accountable Regional Executive Organs
1) Without prejudice the amendments under the following sub-articles, the other executive bodies shall continue their functions in accordance with the provisions of laws in which it established;
2) Without prejudice the general provisions of sub-article 1 of this article, the executive bodies to which the name and accountability have been amended shall be determined in accordance with the regulations issued by the administrative council;
3) The following executive oragans shall be accountable to the chief executive of the region.

ሠ/በሕግ ሇመሥሪያ ቤቱ የተሰጡትን ላልች ተግባራትን ያከናውናሌ፡፡ 3) የዚህ አንቀጽ ከንዐስ አንቀጽ 1 እና 2 ዴንጋጌዎች እንዯ አግባብነቱ በየዯረጃው ሇሚገኙ የአስተዲዯር እርከኖች ተፈፃሚ ሉሆን ይችሊሌ፡፡ ክፍሌ ሰባት ሌዩ ሌዩ ዴንጋጌዎች 38. አስፈጻሚ አካሊትን እንዯገና ስሇማዯራጀት የመስተዲዯር ምክር ቤት አስፈሊጊ ሆኖ ሲያገኘው ዯንብ በማውጣት፣ ማንኛውም አስፈጻሚ አካሌ እንዱታጠፍ ወይም ከላሊ አስፈጻሚ አካሌ ጋር እንዱዋሃዴ ወይም እንዱከፋፈሌ ወይም ተጠሪነቱ ወይም ሥሌጣንና ተግባሩ እንዱሇወጥ ወይም አዱስ አስፈጻሚ አካሌ እንዱቋቋም በማዴረግ የክሌለን መንግሥት አስፈጻሚ አካሊትን የማዯራጀት ሥሌጣን በዚህ አዋጅ ተሰጥቶታሌ፡፡ 39. ዯንብና መመሪያ የማውጣት ሥሌጣን 1) ይህን አዋጅ ሇማስፈፀም የሚረደ ዯንቦችን መስተዲዴር ምክር ቤት ሉያወጣ ይችሊሌ፣ 2) ይህን አዋጅና አዋጁን ሇማስፈፀም የሚወጡ ዯንቦችን ሇማስፈፀም የሚረደ መመሪያዎችን የመስተዲዯር ምክር ቤት አባሌ የሆኑ አስፈፃሚ አካሊት መስሪያ ቤቶች ሉያወጡ ይችሊለ፡፡ | e) Carry out such other functions assigned to him by law. 3) The provisions of sub-articles 1 and 2 of this Article may apply to all levels of administration hierarchy as may be appropriate. Part Seven Miscellaneous Provisions 38. Re-organization of Executive Organs The council of administration is hereby empowered, where it finds it necessary, to reorganize the rgional executive organs by issuing regulations for the closure, merger or division of an existing executive organ or for change of its accountability or mandtes or for the establishment of a new one. 39. Power to Issue Regulations and Directives 1) The administration council may issue regulations to enforce this proclamation. 2) Offices of the executive council, which is a member of the administration council may issue directives to implement this proclamation and the regulations issued for the implementation of this proclamation. | ||
40. የተሻሩ ሕጏች | 40. Repealed Laws 1) Definitions of Powers and Functions of the Executive Organs of the South Nations, Nationalities and Peoples' Region State Revised Proclamation No. 192/2022 is repealed by this Proclamation. 2) No Regulations, Dircetives or practices shall, in so far as they are inconsistent with this Proclamation, have force or effect with respect to matters provided for by this Proclamation. 41.
