②リース期間 令和７年１０月１日（水曜）から令和１１年９月３０日（日曜）まで（４年間）。

仕様書による。

（６）入札方法

入札金額は、仕様に基づく１ヶ月分の賃貸料とし、入札書に記載された入札金額に当該金額の１００分の１０に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の１１０分の１００に相当する金額を入札書に記載すること。

なお、入札金額が仕様に基づく月額でない金額を記載したことが判明した入札書については、理由の如何を問わず無効とする。

２ 競争参加資格

（１）中小企業基盤整備機構契約事務取扱要領（要領１６第２９号）第２条及び第３条の規定に該当しない者であること。

（２）中小企業基盤整備機構反社会的勢力対応規程(規程２２第３７号)第２条に規定する反社会的勢力に該当しないこと。

（３）令和７・８・９年度の全省庁統一資格を有する者であり、「物品の販売：電子計算機類（217）」または「役務の提供等：賃貸借(308)」のいずれかの営業品目に登録されていること。

等級は問わない。

（４）入札説明書及び仕様書等の交付を受けた者であること。

（５）当該業務に必要な経営基盤を有し、かつ、資金等について十分な管理能力を有していること。

（６）当機構から補助金交付等停止措置期間中の者(補助金交付等及び競争参加資格停止措置要領(要領

１７第２号)に基づく停止措置期間中の者をいう。) または官公庁発注契約に係る指名停止期間中の者でないこと。

（７）現在、当機構の専門家として業務委託契約を締結している者または専門家が役員等に所属する法人に該当する者ではないこと。

（８）過去３年以内に情報管理の不備を理由に当機構との契約を解除されている者ではないこと。

（９）競争に参加するために必要な証明資料を提出期限までに提出し、評価の結果、参加を認められた者であること。

（１０）本公告の物品を第三者に貸付けようとするものにあっては、当該物品を自ら貸付できる能力を有するとともに、第三者をして貸付をできる能力を有することを証明したものであること。

３ 入札書の提出場所等

（１） 入札説明書等の交付期間、交付場所及び方法

① 交付期間：令和７年３月２１日（金曜）から令和７年４月２１日（月曜）まで。

② 交付時間：交付期限までの平日１０時００分より１７時００分まで（１１時３０分から１３時３０分までの時間を除く）とする。

③ 交付場所及び方法：入札説明書、仕様書等については、令和７年３月２１日（金曜）から下記（２）の場所にて交付する。

なお、入札説明書、仕様書等は入札終了後、返却のこと。

本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の入札書及びその他入札に関する条件に違反した入札。

（４） 契約書作成の要否要。

（５） 落札者の決定方法

中小企業基盤整備機構の定める予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がなされない恐れがあると認められるとき、又はその者と契約を締結することが▇▇な取引の秩序を乱すこととなる恐れがあって著しく不適当であると認められるときは、予定価格の制限

の範囲内の価格をもって入札をした他の者のうち、最低価格をもって入札をした者を落札者とすることがある。

(6) Eligibility to participate in the bidding

① The person does not fall under the provisions of Articles 2 and 3 of the Organization for Small and Medium Enterprises and Regional Innovation Contract Administration Guidelines (Guideline 16, No. 29).

② The person does not fall under the category of anti-social forces as defined in Article 2 of the Japan Small and Medium Enterprises and Regional Innovation Japan Regulations for Dealing with Anti-Social Forces (Regulations 22, No. 37).

③ The person has a unified qualification for all ministries and agencies for fiscal years 2025, 2026, and 2027, and is registered in either the business category of "Sales of Goods: Electronic Computers (217)" or "Provision of Services: Rental (308)".

Any grade is acceptable.

④ The person has been provided with bidding instructions and specifications, etc.

⑤ The person has the management base necessary for the business and has sufficient management capabilities regarding funds, etc.

⑥ Not being a person currently under suspension of the provision of subsidies, etc. from the Organization (meaning a person currently under suspension pursuant to the Guidelines for Measures for Suspension of Provision of Subsidies, etc. and Eligibility to Participate in Competitive Bidding (Guideline 17-2)) or a person currently under suspension of nomination for government agency contracts.

⑦ The person is not currently a person who has concluded a service contract as an expert with the Japan Small and Medium Enterprises and Regional Innovation Japan, or a person who is not a corporation to which an expert belongs as an officer, etc.

Applicants must not have had their contract with the Organization terminated within the past three years due to inadequate information management.

⑨ Applicants must have submitted the necessary proof documents to participate in the competition by the deadline and have been approved to participate as a result of the evaluation.

⑩ Applicants who intend to lend the items in this announcement to a third party must have proven that they have the ability to lend the items themselves and to have a third party lend them.

(7) Period, place and method of delivery of bidding documents, etc.

① Delivery period: From Friday, March 21, 2025 to Monday, April 21, 2025.

② Delivery time: From 10:00 to 17:00 on weekdays until the delivery deadline (excluding the hours from 11:30 to 13:30).

③ Delivery place and method: Bidding documents, specifications, etc. will be delivered from Friday, March 21, 2025 at the location (9) below. Please note that the bidding instructions, specifications, etc. must be returned after the bidding has ended.
