Access for Union Staff Representatives. Union Staff Representatives may have access to the Employer’s offices or facilities in accordance with Department or Division policy to carry out representational activities. The Union Staff Representatives will request approval to be on-site prior to their arrival and will not interrupt the normal operations of the Department or Division. The Department or Division and the Union must mutually agree upon dates and times a Union Staff Representative may have access to the Department’s or Division’s premises. The Employer reserves the right to restrict access to Department or Division premises if the Union’s request for access is unreasonable or interferes with business or operations or is in conflict with Department or Division policy. In accordance with this Article, Union Staff Representatives and bargaining unit employees may also meet in non-work areas during the employee’s Meal Breaks, Rest Periods, and before and after their shifts.
