The Accounting Systems clause establishes the requirements and standards for the financial record-keeping and reporting systems that a party must maintain. Typically, it specifies that the party must use generally accepted accounting principles (GAAP) or another agreed-upon standard, and may require the systems to be capable of supporting audits or reviews by the other party. This clause ensures transparency and accountability in financial matters, reducing the risk of disputes over financial data and enabling effective oversight.
Accounting Systems. 2.4.3.1 LIDDA shall maintain accounting systems that comply with UGMS, Subpart C – Post-Award Requirements-Financial Administration. LIDDA must separately report actual expenditures and actual revenues attributable to Mental Health Adult, Mental Health Children, and IDD Programs.
2.4.3.2 LIDDA shall report expenditures by object of expense and method of finance in accordance with the strategies indicated in Report III-IDD. On a quarterly basis, LIDDA is required to reconcile accounting transactions from its general ledger to Report III-IDD by object of expense and method of finance.

The PERFORMING PARTY shall have an accounting system which accounts for costs in accordance with generally accepted accounting standards or principles and complies in all material respects with applicable State law, regulations, and policies relating to accounting standards or principles. The PERFORMING PARTY must account for costs in a manner consistent with such standards or principles. This system shall provide for the identification, accumulation, and segregation of allowable and unallowable project costs among projects.

Each of the Company and the Subsidiaries maintains a system of accounting controls sufficient to provide reasonable assurances that (i) transactions are executed in accordance with management's general or specific authorization; (ii) transactions are recorded as necessary to permit preparation of consolidated financial statements in conformity with generally accepted accounting principles and to maintain accountability for assets; (iii) access to assets is permitted only in accordance with management's general or specific authorization; and (iv) the recorded accountability for assets is compared with existing assets at reasonable intervals and appropriate action is taken with respect to any differences.

Accounting Systems. A. Vendor shall establish and maintain an accounting system to identify and support all expenditures billed to the Council under this Agreement. The accounting system shall be in accordance with Generally Accepted Accounting Principles (GAAP).
B. The accounting system shall record all income and expenses for Vendor’s total program of which services provided under this Agreement are a part. All expenditures and income must be supported by vouchers and receipts that detail the reason for the transaction. The accounting system at a minimum shall consist of a chart of accounts, cash receipts journal, cash disbursements journal and general ledger.
C. All records shall be maintained for a period of (5) years after receipt of the final payment under this Agreement or after Subcabinet review whichever is later. In the event, Vendor ceases to operate prior to the expiration of the five-year period; Vendor shall surrender all records pertaining to this Agreement to the Council.
Accounting Systems. The Borrower will keep, and will cause each of its Subsidiaries to keep, adequate records and books of account in which complete entries will be made in accordance with generally accepted accounting principles consistently applied (subject to year end adjustments), reflecting all financial transactions of such Person. The Borrower shall maintain or cause to be maintained a system of accounting established and administered in accordance with sound business practices to permit preparation of financial statements in conformity with generally accepted accounting principles, and each of the financial statements described herein shall be prepared from such system and records.

The Company maintains a system of internal accounting controls sufficient to provide reasonable assurance that (i) material transactions are executed in accordance with management’s general or specific authorization, (ii) material transactions are recorded as necessary to permit preparation of financial statements in conformity with GAAP, and to maintain asset accountability, (iii) access to assets is permitted only in accordance with management’s general or specific authorization and (iv) the recorded accountability for assets is compared with the existing assets at reasonable intervals and appropriate action is taken with respect to any material differences.
