Administration of Bank and Terms of Employee Utilization. 1. The Bank shall be administered by a Committee of two (2) representatives appointed by the City and two (2) representatives appointed by the Union. In the case of a tie decision, the Director of Human Resources shall be the deciding vote. 2. The Committee shall consider the eligibility of members who shall be able to draw from the Bank. Any decision of the Committee is final and binding and not subject to the grievance procedure.
