Administration of Bank. The Bank shall be administered by a committee of two (2) representatives of the Union, two (2) members appointed by the Mayor, and the Director of Human Resources. The committee shall consider the eligibility of members who shall be able to draw from the Bank. Any decision of the committee is final and binding and not subject to grievance procedure.
