He has worked his way up from a ▇▇▇▇▇▇ to a Survey Party Chief and is currently the Technician drafting all ROW maps and property surveys for all LaDOTD projects currently being performed by NTBA. His experience in the field provides him with a better understanding of what is required to complete a ROW to LaDOTD standards. ✓Will Wales, Survey Party Chief, NTBA 10 Years Will has over 10 years of property surveying experience. He has worked his way up from a ▇▇▇▇▇▇ to a Survey Party Chief and is currently the Field Operations Manager on the current Rural Bridge Replacements and ▇▇▇▇▇ ▇▇▇▇▇ Bridge property surveys for the LaDOTD. Once a task order is received from LaDOTD’s Location and Survey Section, NTBA’s Project Manager will coordinate with the LaDOTD Project Manager and/or their personnel immediately to schedule the initial meeting to discuss the project objectives and overall scope, schedule, and effort needed to complete the task order as well as any necessary revisions. With our previous knowledge of LaDOTD requirements and procedures as well as our extensive history of performing boundary surveys throughout Districts 8 and 58 along with the challenges encountered obtaining property information and locating property corners, we can begin field work on the project immediately upon Notice to Proceed. While project control is being established, our surveyors will be performing “Title Take-Offs” for all affected properties along the project’s alignment. Title Take-offs should take approximately 2 weeks while the project control establishment, if not provided, will take approximately 4 days depending on project length. NTBA will review title take-offs and any title research reports provided by LaDOTD to determine the property line locations and prepare necessary files for transmittal to survey crews. Once control is established and approved, the appropriate number of survey crews will be released to begin work on locating property corners and establishing property lines. Upon completion of the field survey at the end of each day or once complete, the Party Chief uploads all the data to NTBA’s server through our FTP site for processing. This feature allows our crews to work remotely and efficiently with minimal downtime and can allow a project to be surveyed and staked in a single day, depending upon project size. On a typical task order with approximately 10-20 properties, field work will typically be complete in approximately 10 days. Once the fieldwork is completed, a Property Survey Map conforming to the requirements of the Location & Survey Manual will be prepared showing all surveyed property lines and existing right-of-way lines with ties to the project centerline/baseline. An ASCII file listing coordinates and descriptions of all found monuments, pdf copies of all documents and title work used to determine property lines, and a DGN and PDF of the Property Survey Map will be transmitted directly to Location & Survey. Property Survey Maps typically take 30 days to produce after fieldwork completion. After the Property Survey Map is complete and accepted, NTBA will begin working on Base ROW Maps. These maps will show the adopted project centerline, all existing ROW, the limits of construction, any distinguishing topographic features, parcel line locations, parcel ownership and preliminary taking lines provided. Ties to the adopted centerline and approximate area of the required parcel as well as the remaining portion of the parcel will also be shown. However, parcel metes and bounds along with precise area calculations will not be provided until Final ROW Maps. Base ROW Maps will be provided in PDF format and paper copies at approximately 60% design. Base ROW Maps will typically take approximately 30 days. After DOTD review and Joint Plan Review meeting, all comments are addressed. Final ROW Map preparations can then begin. Final ROW Maps will include any revisions from the Base Maps, parcel metes and bounds, parcel acquisitions blocks, parcel areas, remaining areas, coordinates on the project centerline at each end of each map sheet and all P.C.’s. P.I.’s and P.T.’s of the project centerline. Legal descriptions will also be generated and provided utilizing the DOTD COGO Program. Final ROW Maps will be provided on matte film, in PDF format as well as in Microsoft DGN files. PDF copies of each title research report as well as an ASCII file with legal description will also be provided for each parcel. Final ROW Maps typically take 10 days to complete, assuming minimal changes are required. We continually train every Crew Member, Draftsman, CADD Technician, and Survey Intern in the history as well as the latest requirements and techniques in performing LaDOTD surveys and services. NTBA will utilize a range of collection techniques to complete this project. We have more than enough capacity to perform the surveying and mapping services in this contract. We will dedicate multiple survey crews and technicians to this project to ensure that the schedule is met. NTBA is always prepared to increase our staff and resources to meet any unusual workload or accelerated schedule. We can begin work immediately and assign the LaDOTD specific staff and resources to complete the projects under this IDIQ Contract.
