Base Requirements. Ownership and Operation The Provider is responsible for all services associated with the management and operation of the Base including but not limited to: water, telephone, electricity, sewerage, rates, cleaning, linen, waste disposal, medical waste disposal. Objective of each Base The Provider will provide: suitable secured accommodation for the aircraft the office and administration areas to support the operations the overnight accommodation for aviation crew and clinical crew. The Base will: take into account the environment constraints – particularly proximity to residential areas take into account the “meteorological” constraints – fog, wind, sea spray etc. be located to provide rapid helicopter response to emergency be located so as to avoid where possible delays due to controlled airspace clearances be located where possible with ease of access to helicopter lanes be located to provide rapid air ambulance response to emergencies (pre-hospital or inter-hospital) within the more populous surrounding areas. Clinical Crew Training Requirements Training Management Plan The Provider must ensure its own (including subcontracted) and DHB clinical personnel qualifications, experience, training meet the standard specified in NZS 8156 and the NZ Aeromedical / Air Rescue Standard10 as a minimum. The Provider must develop and maintain a Training Management Plan (TMP) that details the aims and objectives of the training programme and describe how initial and ongoing training must be coordinated and conducted and provide to NASO. All training must be contextualised so as to be consistent with NASO and regional health services operational and clinical work practices, operational procedures and risk management strategies. The TMP must detail the initial and recurrent training requirements to meet the New Zealand Aeromedical/ Air Rescue Standard and any other CAA or NASO requirements. As a component of safety and training, the Provider must have in place a documented Drug and Alcohol Management Program (DAMP) that ensures compliance to Health and Safety at Work ▇▇▇ ▇▇▇▇ and SMS. All courses must be conducted in accordance with the TMP. Content Training content must be agreed in consultation with ▇▇▇▇. Training must include actual mission roles with full scenario content at 12 monthly intervals for all clinical crew members.
