Basis for Lay Off. A lay off of employees shall be based upon seniority provided that the remaining employees have the skill, ability and qualifications to perform the required work. When recalling employees who have been laid off, the recall with also be made on the basis of seniority provided that the employee to be recalled has the skill ability and qualifications to perform the required work.
