Best Value. 55.1 The Operator Manufacturer acknowledges that TfL is a best value authority for the purposes of Section 1 of the Local Government Act 1999 and as such TfL must and the Purchaser are required to make arrangements to secure continuous improvement in the way its functions are exercisedthey exercise their functions, having regard to a combination of economy, efficiency and effectiveness.
