b. The hourly billing factor for use of Decremental Reserves is the maximum of the five-minute average positive Station Control Error (over- generation), including ramp periods, that exceeds 3 MW for that hour.

The Billing Factor for a Transmission Customer taking PTP transmission service on the Network or Southern Intertie segments (PTP and IS) shall be the sum of the scheduled energy for each hour of the month, in kilowatthours, multiplied by the applicable loss factor specified in the OATT, Schedule 11. The Billing Factor for a Transmission Customer taking NT transmission service shall be the sum of non-federal deliveries and/or Slice Output that is scheduled for each hour of the month, in kilowatthours, multiplied by the applicable loss factor specified in the OATT, Schedule 11.
BILLING FACTORS. Unless otherwise stated in the Agreement, the billing demand shall be the largest of:
A. The Transmission Demand;
B. The highest hourly Scheduled Demand for the month; or
C. The Ratchet Demand. Schedule IR-93 Integration of Resources SECTION I. AVAILABILITY This schedule supersedes IR-91 and is available for firm transmission service for electric power and energy using the Main Grid and/or Secondary System of the Federal Columbia River Transmission System. The definitions of Main Grid and Secondary Systems are the same as for the FPT-93.1 and FPT-91.3 rate schedules and are contained in the General Transmission Rate Schedule Provisions (GTRSPs). For facilities at voltages lower than the Secondary System, a different rate schedule may be specified. Service under this schedule is subject to BPA's GTRSPs.
